In the proposal, section C.5 I think, we discussed a variety of ways to handle QoS early on. Clearly, the robust code ain't in the hardware yet. But, you can cobble some stuff together by bandwidth allocation and ATM. I don't know what the vBNS folks are considering (maybe hoping this will all go away soon :<)....), but that would certainly be a factor in any local decision of QoS technique. >3.
